The HDC has three macro business functions:

• Facility & Harbor Operations
• Economic Development
• Office and Administration

The Executive Director of HDC oversees the Director of Operations for the Port. Together they manage the three areas listed above and the HDC staff. The HDC employs approximately 50 people to run the Harbor.
